The SU-16C is designed to be the choice gun for ruggedness and adaptability. It features a flat top for preferred optics and a threaded barrel.

The SU-16C is one of six models in Kel-Tec's SU-16 Semi-Automatic Rifle series.  Commonly referred to as the "Charlie" model, the SU-16C has a medium weight 16-inch barrel, and weighs 4.7 pounds, unloaded. This semi-automatic uses a standard AR-15/M-16 magazine. The SU-16C is compatible with Remington .223, and it holds two ten-round magazines in the buttstock. The magazine release works just like an AR with the push button on the right side.  The SU-16C has a crossbolt safety that pushes from right to left to fire, and blocks the trigger when in the "on safe" position.

This SU-16C has the standard features of a SU-16, with its integrated bipod, Picatinny rail, 1:9 inch twist rifling, and chrome lined bore and chamber. This model; however, has a true folding stock, and the rifle is fully operational while the stock is folded.  The SU-16C measures 35.5 inches in overall length, and 25.5 inches folded. It is optimal when needing a compact rifle to carry in a vehicle, backpacking (folded, it fits perfectly in a tennis racket carrier), or storage. Its unique features include a reciprocating dust cover and a case deflecting operating handle. The bolt-carrier group and receiver constitute the only two assemblies of the weapon, so it is only comprised of 14 separate components when completely field-stripped.

It is gas operational with the front sights integrated into the gas block. It also uses an AR-15/M-16 style front sight post for elevation adjustment, which is not removable. With the barrel length at 16 inches, it makes this rifle at the minimum legal limit for Title I sales under the NFA. "Charlie" has a sight range of 15.5-inches and a trigger pull of 5 to 7 pounds.

Compared to its fellow SU-16 models, the "Charlie" is the middle-man with its weight and length being between its other models. It is improved from the 16B model with the addition of a heavier barrel and is threaded 1/2x28 TPI at the muzzle. The "Charlie" has better sights than that of its "Alpha" version.  The SU-16C is consistent and accurate.
